Parish Plan

The Parish Plan for the Codicote Parish was completed in 2004. This report summarises the key findings and subsequent actions that can be taken to deal with the issues that residents have raised.

The Introduction of the Plan

The Government Rural White Paper made clear that Parish Plans, prepared by communities, should have a clear role in the planning system. The Countryside Agency prepared specific advice for local planning authorities and others involved in Parish Plans on how they can inform and become part of Local Development Frameworks (LDF).

Following an award by The Countryside Agency, a steering group was formed in May 2003. The Codicote Parish Council distributed a questionnaire to obtain residents’ concerns about parish issues and what improvements they would like to see.

Following the response from this questionnaire an open day was held, in the Peace Memorial Hall in July 2003, to seek volunteers to take the initiative forward. With encouragement from The Countryside Agency and the Codicote Parish Council the Parish was encouraged to develop a plan for improvements over the short, medium and long term to the benefit of the Parish as a whole.

The first meeting of about 20 volunteers was held in October 2003 and teams were initially formed to look at youth, safety, amenities, logistics, the environment and the questionnaire, then later funding, promotion and the final report.

Regular meetings of the Codicote Parish Plan Action Group (CPPAG) during 2004 resulted in a further detailed questionnaire. From this questionnaire the Codicote Parish Plan was devised. After wider consultation and feasibility studies the Plan has been used as a way forward to meet improvements wanted by the residents of the Parish of Codicote.

A summary report (including the Parish Action Plan) was distributed to each household in the Parish. Copies of this full report are held in Welwyn and Knebworth Libraries and with the Parish Clerk and CPPAG, and were distributed to key partners.
